What is the difference between NDIS and NDIA?

The National Disability Insurance Scheme (NDIS) is the program that provides funding to eligible people with disability. It's the 'what' - the support system itself.

The National Disability Insurance Agency (NDIA) is the independent government agency responsible for implementing and managing the NDIS. They are the 'who' - the organization that runs the scheme, assesses eligibility, and approves plans.

History of the NDIS

The NDIS represents a fundamental shift in how Australia supports people with disability. Before the NDIS, disability support was often described as a 'lottery' - underfunded, inconsistent, and difficult to navigate. The journey to the NDIS began with years of advocacy from people with disability, their families, and carers who called for a more equitable and person-centered system.

In 2011, the Productivity Commission recommended a national scheme, leading to the passage of the National Disability Insurance Scheme Act in 2013. The NDIS began its trial phase in several locations across Australia and was progressively rolled out nationwide, reaching full scheme status in 2020. It was created to provide choice and control, ensuring people with disability have the support they need to achieve their goals.

Who is eligible for NDIS?

To be eligible, a person much meet the following requirements. Use this checklist to see if you or someone you know might be eligible.

Age Requirement

You must be under 65 years of age when you first apply to access the scheme.

Residency Requirement

You must be an Australian citizen, a permanent resident, or hold a Protected Special Category Visa.

Disability Requirement

You need to have a permanent disability that significantly affects your ability to take part in everyday activities.

What kind of support does the NDIS fund?

The NDIS funds 'reasonable and necessary' supports related to a person's disability to help them achieve their goals. This can cover a wide range of areas, including:

What is not funded by the NDIS?

The NDIS does not cover everyday living costs or supports that are not related to a person's disability.

  • Day-to-day living costs like rent, groceries, or utility bills.
  • Supports more appropriately funded by other government services (e.g., healthcare, education).
  • Items that are not directly related to a disability.
  • Income support (covered by Centrelink).
  • Supports that could cause hard to the participant or others.
  • Anything illegal.

For families and carers

The NDIS recognizes the vital role that families and carers play. The scheme provides support not only for the participant but also aims to support sustainable and positive relationships. This can include training for carers, therapeutic supports for the family, and planning assistance to ensure everyone is supported in the journey.

What is Support Coordination?

Support Coordination is a funded support in an NDIS plan designed to help you make the most of your funds. A Support Coordinator is like a guide who helps you understand your plan, connect with NDIS providers, and build your skills and confidence to coordinate your supports yourself.
